Julia Gillard
Person
Beyond the famous speeches, Gillard offers a practical lesson in getting legislation through a divided parliament. Australia's minority government established the National Disability Insurance Scheme in 2013, working with advocates, states and ministers including Jenny Macklin. It made a substantial change in the intended organisation of disability support, although implementation and costs remained challenges for successors. The carbon-pricing legislation passed under the same government was later repealed: an instructive contrast between securing passage and securing durability.
