The Traitor Baru Cormorant (Baru Cormorant #1) (2015)

Baru enters the civil service of the empire that conquered her home, intending to turn its systems against it. Tax, trade and education become instruments of rule rather than background detail. This fantasy is the sharpest choice for readers who want political strategy to carry a severe personal cost.
