Siad Barre
Born
Barre's rule combined military government with security organisations such as the National Security Service, which used torture and arbitrary detention against opponents. As challenges increased, access to state resources and aid became increasingly tied to personal and clan-based loyalty. Repression against communities associated with opposition helped intensify armed conflict. This is a case in which centralising personal power weakened the possibility of an inclusive state, rather than producing durable institutions capable of surviving the ruler.
