Research and commercial pacts create useful interdependence, while defensive agreements can turn a neighbour's trouble into your war. For the richer version of this recommendation, play on PC with the paid Federations expansion: its specialised federations and expanded rules make shared benefits compete with cohesion and control. The base game already has diplomacy, but that fuller federation experience needs the add-on.
