Rachel House's Paula treats child-welfare work like a campaign requiring absolute professional confidence. An imagined case from her own viewpoint could expose the administrative pressures and sincere concern behind that alarming manner. The film would need to give her judgment consequences, which is a better reason to return than repeating her most forceful pronouncements.
