The Rio de Janeiro housing development is a system of routes, lookouts and territories that its young residents learn before they can choose a future. Fernando Meirelles and Kátia Lund make movement through that space frighteningly consequential. Its kinetic storytelling is compelling, but the violence is severe and this constructed crime history should never stand in for the whole city.
