Street Fighter (1994)

Raul Julia gives M. Bison the gracious manners and grand diction of a ruler who cannot imagine anyone declining his invitation to be conquered. That consistent vanity holds together scenes which otherwise feel assembled from separate arcade characters. The affection for theatrical excess is the attraction here: his stillness can be funnier than another explosion, without treating the character as disposable.
