Ra's al Ghul recognises that Gotham's corruption reaches beyond individual criminals. His proposed purge makes every resident expendable, with fear toxin supplying the mechanism. The film also undermines his posture as a detached diagnostician: the League helped engineer the city's earlier economic crisis. He has noticed a systemic failure while helping create it, a contradiction that makes his certainty about destroying Gotham especially revealing.
